I am going to attach some post bases to rock. Last year I sometimes used chemical anchors and sometimes concrete. However, I don't remember what type of concrete I used last year.

The post base is 16mm and the drilled hole is (if I choose concrete) 24 mm. I tried using coarse concrete last weekend but couldn't get the post base in. Fine concrete should have at least a 20mm layer.

Should I perhaps use expanderbarast?
 
A frost-resistant expanding grout should do the trick. After blowing out the holes...
 
You have probably used fine concrete recently. Check the bag for the max stone size Dmax. If you want to fit the iron in the hole, I would say that the maximum stone size should be (24-16)/2=4mm.

No, I don't think I've used fine concrete but rather expanding concrete...

however, I have not added frost-resistant.
