Planning to build a stair railing around the stairwell in the house. Will use newel posts that do not go all the way up to the ceiling. Got the tip to use dowel screws to attach the post to the floor. Now my question, since the floor is self-leveling compound with laminate flooring on top, can I still drill into the floor or will the self-leveling compound crack and the screw not hold? I assume I will have to use some kind of anchor as well. Then how well will the post hold? Considering screwing and gluing.

That's what's under the leveling compound you're supposed to attach to. If you drill and screw into the compound, it will crumble right in/around the hole.

Then you need to find out where they go, you can't get a stable attachment in just floor leveling compound and chipboard?? Most likely there's a frame of studs around the stairwell, and that's where you want to attach the post.
If you want a guaranteed stable attachment, you should ensure the dowel screw bites into something other than just end grain. For example, drill in a sturdy dowel a bit from the edge of the post.
