We are replacing windows from -65. There is a black "cardboard sheet" in a layer closest to the windows. It looks different at each window, see differences in photos. I think the threads come from the insulation that was around it. Anyone know what the black material is? Is it regular tar paper?

Impossible to answer based on images. But based on your description, it seems very likely that it does not contain asbestos.

I think it looks like asfaboard.

If you're unsure, send it for testing; we did it when we removed an old carpet.

Not expensive at all and didn't take many days to get a response.
