I will continue laying tiles further in the room as we have taken down a wall. The floor I am going to tile is concrete painted long ago with Epoxy (I am not going to use self-leveling compound). Do I need to apply primer first before the adhesive? The epoxy is not flaking. If so, does it have to be a primer for non-porous surfaces or will something like Mapei Eco Primer work?

Now, I'm not exactly knowledgeable about this. But I'm doubtful whether it's possible to set tiles on epoxy regardless of which primer you use.

There are primer/membranes available in two-component forms. They are used partly as part of the membrane in extreme environments like swimming pools, and partly on "impossible" surfaces, e.g., galvanized steel that "nothing" adheres to. But nothing sticks to the epoxy surface, so in the primer system, the epoxy is mixed with cement powder, which is then "embedded" in the epoxy, and then sets together with the cement powder in the tile adhesive.

I suggest you contact the manufacturer of the adhesive you plan to use and ask. I myself received help from Ardex when we were planning to lay granite tiles on a galvanized metal staircase. It turned out to be such an epoxy primer, very expensive. About 1000 SEK/sqm.
