I have bought the Kirsch Elite curtain track and will be screwing it into a concrete ceiling. The ceiling mounts came with screws but no plugs. I asked the staff who recommended the plugs in the picture. Is it the right combo? Feels like the screws and plugs are a bit small, but maybe it's enough? I also don't want to drill too deep and hit pipes etc.

Probably the staff you talked to has the knowledge, so it's likely correct.
But I usually use yellow or red plugs from Thorsman. Prefer to drill with a 5.5 mm drill bit and use drywall screws. They usually hold really well in most cases.
