It's around the screw so it probably has something to do with it. What kind of screw is it?
Unfortunately, I don't know. I will check with the contractor...
Should it be stainless when it's a balcony without a roof? (professionally executed?)
There were so many knots and deep screw holes, so I have sanded quite a lot around the screw holes, so I thought it might be that I have deepened the holes around the screw heads?

IF it is C4 screws and you have sanded the screw heads, you may have removed the surface treatment and exposed the material, which then rusts and discolors.
However, C4 screws can unfortunately still discolor decking.
