I have cracks and bubbles in a ceiling drywall joint and am wondering what measures are needed to fix this?

It looks like the strip has come loose at the joint unless it's moisture that has caused the paint to peel.

You need to scrape away the loose paint and then glue a paper strip with waterproof adhesive, then fill, sand, and paint it anew. If it's an old ceiling, take a paint chip to a paint store so they can mix the same color, so you don't have to repaint the entire ceiling. However, there will be a "spot" if light hits it, but normally it won't be too noticeable...

It is relatively newly built, and they made a mistake with the recessed lighting in the ceiling, so the drywall was cut there and then laid end to end with filler when they were putting it back. I don't think they used tape in the seam because it would have built up too much, so it's only filled, and it should hold :)

What has risen is the drywall paper that has become like a shell, and it scares me a little, how could this have happened?

No, that's completely wrong. It will never hold without a tape!

When you cut a drywall, the paper often tears a little. The putty is moist when applied, so it will dissolve the paper even more, and then the piece will come loose. When there are changes in humidity (like now in the spring), there will be movements in the materials in the ceiling, and apparently it's enough for these "paper bits" to lift.

They need to come back, scrape off the paint, and apply tape, or soon the whole ceiling will look the same...

I don't think they will ever come back, and I don't want to fight it since it can be fixed for a small amount, and it's not worth the energy a fight takes. It's three plasterboards cut in a similar way, and only this one has bubbled, and that only after three years. But maybe only now has the movement become bubble-deciding? However, they all have minimal cracks, about 0.5mm, which are also present at some wall plasterboard joints. What is the best way to fix that?

My thoughts are:
1. Just paint
2. Just elastic sealant
3. Sanding compound and paint, but won't it be patchy if you do it on every little crack here and there?

The only way to make it last and look nice is unfortunately to scrape off loose paint and apply new putty with a strip.

Applying latex caulk is easy, cheap, and fast but not the most attractive solution. Just paint doesn't work, it cracks again quite soon unfortunately.
