I'm in the middle of renovating a house from 1936 and need to fix the stairs - see pictures!
Can the rule under the steps be removed? It's a small wedge under one of the steps… after the demolition, it's quite loose… There was previously a fabric-covered casing over the underside of the stairs…

It looks like it's held with very small "golden" screws?
I would try to unscrew these. If it comes off then my qualified guess is that it doesn't have a function for the construction.
Then you need to put something that holds the steps in place and covers the grooves where the risers have been...
