I work for a staffing company that employs retirees. We are currently constructing a utility entrance to a property on a farm. Among other things, I've worked as a floor layer for a few decades. When we cast the base last week, the company owner said it's a type of fine concrete that shouldn't be polished??? Some kind of self-leveling concrete, but with gravel as filler?? How can you lay a vinyl flooring on such a rough slab without polishing it? It would take several bags of floor leveling compound. Curious?? Is it true?
 
If it is SKB you have cast, it is true that you should not sand when it is soft, but you should use an ABS sander the next day.
In your case, you should sand with a diamond grinder if you don't want to use filler.
