We plan to use the existing foundation for wall construction. The first step is to clean the foundation, and the question is whether to rent a pressure washer for this or manually sand it with an angle grinder? If sanding manually, what accessories should be used?

Pressure washer is the first thing that comes to mind, I'm afraid sanding will make it too smooth.
Water and root brush?

What is it that you want to remove? Mortar adheres to most things.

There is some moss/algae on the curb that needs to be removed, if not for the sake of the mortar, then at least for appearance's sake.

So, it's either about buying a powerful pressure washer or renting one. It feels like pressure washing will also be much faster than sanding it by hand.
 
If you're going to buy something, I guess one of these would be suitable:

They seem a bit weak, but I have a three-phase machine that makes kids sit down.

Both of these machines draw more current than what a regular wall outlet is normally rated for, so you might need a new outlet secured with 16 A for it to work for any length of time.

High pressure means high pressure even on the electrical side.
