Choosing mortar for repointing

I have an extension where the joints are starting to get a little worn. Are there regulations for how to mix and choose mortar quality for repointing? Is there perhaps even a manual on how to proceed? The mason talked about acid washing and God knows what and left a quote large enough for the GDP of a small developing country.

My bricklayer chipped away the old joint as best as he could with a small chisel on a HILTI and then just applied new
It holds very well and was unusually cheap (hope no one works at the tax office....)
