I'm planning to hang a curtain rod and used a lightweight concrete plug like this: http://75.126.23.201/25/38025.jpg.

I drilled an 8mm hole and inserted the plug, but when I started screwing, the plug disappeared, and I realized it's not lightweight concrete. It's a wall about 24mm thick followed by insulation. After the failure, I have a hole that is 10mm, if not even 12mm.

How should I proceed, repair the hole and use a drywall anchor or go straight for a larger drywall anchor? Any other ideas?

Sounds like it is double plasterboard.

Measure the hole's diameter and buy a molly bolt (plasterboard anchor) that fits. Use a molly tool during installation, otherwise you'll soon have a 20 mm hole in the wall.
