Have worked descriptively with this and in TS's case, there is no reason to do it, since they have compressed air it will get clean somehow..
You need to distinguish between hand pump and compressed air and if you are going to hang X number of hundreds of kg in the attachment!
When plugging reinforcement, it is far excess!

When doweling reinforcement, it's highly unnecessary!
I think this thread can be found by others who do not understand and can put the specific advice of not brushing out the hole in the right context. Just as others describe, there are many "ifs and buts." Therefore, I believe it's better to describe the correct/best implementation.

Then maybe you should nuance your post a bit and not just write "also brush."

For driving a few dowels between two soles that are to be cast together, the compressed air is just fine! Brushing is not wrong, but hardly needed in this application given that TS has access to other adequate tools and doesn't already have a brush.
And I spontaneously find it hard to see that those who intend to hang a horse, car, or similar from a concrete ceiling would come across this thread about casting a sole for a chimney stack...
