Casting a new floor in the basement.
Hello! I'm going to re-cast a floor in the basement that I broke up and re-insulated to install underfloor heating.
I've received a price of 8000 kr for 1.5 cubic meters with delivery (10 km) and pumping in, but I thought it sounded like a lot

Yes, that's true. 1700kr per cubic meter is quite steep, even including VAT. But the prices we usually pay might not be comparable (NCC, about 800kr/m3) pumping should be an additional cost of about 2500 kr plus a few hundred per cubic meter. Regardless, it's a few thousand too much in my opinion, are there no others you can check with?

It depends on so many factors; what type of concrete you have chosen, if you have diffusion-tight plastic underneath, how thick you are casting, etc.
Personally, I would probably wait about 3 months without knowing the conditions better. Since you are going to have tiles, the concrete does not need to be completely dried out, but all shrinkage should already have occurred.
