Hello! I'm going to re-cast a floor in the basement that I broke up and re-insulated to install underfloor heating.

I've received a price of 8000 kr for 1.5 cubic meters with delivery (10 km) and pumping in, but I thought it sounded like a lot :)
But maybe that's what one has to pay or what do you think?

Yes, that sounds way too expensive. About half of that would be more reasonable, i.e., 5000 kr or so considering the small quantity.

Well, I thought so too, but it's the pumping that costs, and it's just as much cleaning afterward as with 10 cubic meters they said, and it's true. The concrete costs 1700kr per cubic meter.

Yes, that's true. 1700kr per cubic meter is quite steep, even including VAT. But the prices we usually pay might not be comparable (NCC, about 800kr/m3) pumping should be an additional cost of about 2500 kr plus a few hundred per cubic meter. Regardless, it's a few thousand too much in my opinion, are there no others you can check with?

I received a price of 13' for two cubic meters, with a small pump, unloading and everything. My lesson was that the concrete itself becomes quite a small part for smaller jobs.

I decided to mix myself...

The concrete is on its way now :) How long after casting can I start laying tiles and when can the underfloor heating be started?

On the contrary, the scholars debate, see the thread http://www.byggahus.se/forum/golv/28539-hur-lange-ska-man-vanta-innan-lagga-golv.html
It depends on so many factors; what type of concrete you have chosen, if you have diffusion-tight plastic underneath, how thick you are casting, etc.
Personally, I would probably wait about 3 months without knowing the conditions better. Since you are going to have tiles, the concrete does not need to be completely dried out, but all shrinkage should already have occurred.
