Casting a concrete staircase

Does anyone know if it's possible to cast this staircase in stone, I want the concrete surface and full coverage, it would be convenient if it was possible to keep the old staircase underneath.

But what will you do about the height against the door? The new concrete stairs will be higher. You can't have concrete steps that are 2 mm thick, they won't hold.

Ok there is room for about 2 cm, is that too little? It sounds a bit little.
