Hello all knowledgeable people!

An amateur has plastered the walls and ended up with a couple of bumps in the plaster. See the pictures.

The protrusions are about 1-2 mm high and feel hard and solid.

How is this best resolved?

1 - replace the entire board
2 - plaster over the protrusion
3 - cut out the protruding piece and even out with plaster

Cut out and putty is my advice.
 
Drive on 3
Cut out and fill.
 
Then it's option 3.
