If there is panel on the outside, it's strange, and you're absolutely right, something in the garage must be causing significantly high indoor humidity in that case.

there could be moisture on the fabric during construction from, for example, the concrete. if he had insulated and put plastic instead, there would not have been any moisture. instead of the panel.
 
There are two different types of wind barrier fabric, from K-rauta and Woody. One is called "Windy." Both are P-marked.

The RH was between 40-60% at the beginning of the construction period when it was around -10C to -20C outside and I kept a few degrees above freezing inside. The only source of moisture could be myself or if the slab takes a long time to dry.

When I increased the temperature after insulating, the RH settled at 32%, then today when it was only -1C outside and I saw the moisture, it showed 38%. Before leaving the garage today, I turned the heat up fully and the temperature quickly rose from 18C to 22C and the RH fell to 31%.

Would you have avoided the problem if you had used asfaboard, do you think?

Perhaps it's enough to remove the insulation boards that are lower down, closest to the sill? After all, it's on the sill that the water collects.

With the water leak shown in the pictures, I think the fabric cannot hold that amount of water, it's something else. But sure, it could be construction moisture that has frozen, though I haven't seen that before.

The insulation boards I removed were slightly frozen to the fabric, so it is definitely icy there. The wall is also 2.6m high, so it can hold quite a bit of water. What I have noticed is that it is icier on the fabric at the joints between insulation and studs or insulation and insulation. Maybe because humid air can escape more easily there?
 
I removed the insulation and have been running a 5kW construction heater for a few days now. It's starting to get completely dry. However, I didn't remove around the garage door because it's too cumbersome to tear down with plywood sheets that are braced and custom-cut to fit.

On the outside where the panel is missing, I have now installed construction plastic with an air gap, partly to protect against more snow and rain, and partly to reduce cooling so that the windproof fabric doesn't freeze and hinder drying.

I measured the moisture in a few places yesterday:
Outside 90%
In the inspection hole in the slanted roof (in the air gap between the roof sheathing and windproof fabric): 80%
Just inside the plastic in the slanted roof: 31%
Inside 36%

Everything seems to be working well, so tomorrow I'll probably start insulating again, this time one section at a time including the plastic...

I completely agree. If there is no roof leakage or similar, it's "only" the indoor humidity that has condensed against the wind barrier and insulation sufficiently far out in the wall.
The correct way, as byggare henke also writes, is to apply plastic before turning on any heat, preferably also before it gets reasonably cold outside.

I have a lot of ice against the wind barrier because I haven't had time to apply plastic. I'm not worried about this. I'm convinced that it will dry up nicely towards spring when the temperature rises.

I recommend you apply plastic, but with a bit sparse staple placement near the sill.
Then you turn up the heat significantly, 25-35 degrees for a week or two to get good pressure on the moisture migration out through the wall.
Finally, you open up the plastic at the bottom edge and check here and there to ensure it has dried. Feel free to measure with a moisture meter as well.
The insulation can stay in place during this time.

But you seem to have already solved it... ;)
 
Yep, I solved it in the hard but somewhat quicker way. I have a move-in deadline. Now there's a bit of delightful chaos in the garage again... :(

After even more consideration, I think that I myself have contributed a lot of moisture. I've been working and breathing heavily in there and probably drank a liter of water each time, while not having any ventilation other than some openings at the roof eaves.
