I was planning to build a bar that will be placed outdoors most of the year. I was thinking of using mosaic as the surface on the bar counter. Now I'm wondering what I should use as a base for the mosaic. Any moisture barrier? Minerit board or something else?

Mineritskiva is undoubtedly a good option here, a completely inert and moisture-resistant material. Just remember that the adhesive and grout, and probably the mosaic as well, should be frost-resistant.
Are you planning to have any roof over the bar, or will it stand completely exposed?

The bar will be equipped with wheels, so it will only be outside for about half the year. During the winter months, I plan to roll it into shelter. So it doesn't need to be frost-resistant.
It will be partially placed under a roof during the summer months.
Is there a cheaper alternative than minerit, which is quite expensive to purchase?

Masterboard is a board similar to minerit, but I'm not sure about its price. Otherwise, you should be able to glue multiskivor/multiplattor (a type of lightweight concrete panels used in bathroom constructions) onto a plywood board, preferably formplywood. Then you place the mosaic on the multiplattor in the usual way. You can find multiplattor at well-stocked hardware stores.
