I am planning to build an extra room in my house, the size of the room will be 24 m2.
Is it good to build the floor in wood according to the picture below or should I do it in concrete?

What are the disadvantages if I do it in wood?

My plan is to put styrofoam under the floor joists and then regular fiberglass insulation between the joists. What do you think?

Do you mean that you are going to make an extension or are you going to put up a new wall in a room so that it becomes an additional room?

It seems like you've started from the wrong end considering the picture...?
 
In the picture, it looks like there is cellplast attached under a floor on a pier foundation. It's fine to do so, but I think it's good to keep the same basic principle as the rest of the house.

The easiest way is to level the ground with gravel and then lay down foam insulation, but it depends a bit on the type of foundation you want.

You need to describe your planned extension in more detail.
