Currently renovating the basement in a house built in 1943 and have an unheated room that we plan to turn into a "food/wine cellar." The basement was drained and insulated from the outside in 2009.

This room was originally outside the house, meaning there was no room above it, only a porch to the entrance above. The house has since been extended over the porch, so it is now part of our hallway, meaning a heated room is above the unheated basement room.

I would prefer to install a ceiling frame about 50mm down in the basement room to then mount a gypsum ceiling with recessed LED spotlights. The reason is moisture penetration in the past, which resulted in the concrete ceiling flaking and shedding pieces = very difficult to repair.

Is it a big no-no to frame the ceiling with wooden battens and then mount gypsum, enclosing the wooden battens against the concrete ceiling? Will condensation and moisture form, and thus start to mold inside the ceiling between the cold room and the warm room above?

The room has decent ventilation with a fresh air vent that uses natural ventilation into the rest of the basement and out via a PAX fan in the laundry room.

Grateful for answers and any alternative solutions as we would really like to have recessed spotlights in this particular room, the walls will be plastered.
