On the upper floor, we currently have a standard, classic stair railing with vertical balusters for the stair opening. To create a more usable area in the family room on the upper floor, we would like to "enclose" the stair railing/balusters with full-covering panels (preferably with a built-in bookshelf, etc.). The idea is to remove the existing railing and attach panels on the "outside" of the stair opening, and then construct some sort of framework to attach the front of the panel material - however, I am extremely unsure how this should be done. Has anyone done something similar?
Unfortunately, I don't have any sketches or images of the idea.

It is a good idea to first read through the PBL on Boverket regarding what applies to stair railings. There is a safety aspect associated with removing the standing slats you have today; if you plan to move someday, it might be a disadvantage having built something that does not comply with the PBL. The safety risk is primarily that children might start to climb or get stuck in a way that leads to injury or death. A serious inspector is obliged to comment on this.
