As the title suggests, I'm going to build both a coat rack and a place to store shoes. They will be placed between an exterior wall and a closet, between which there is a span of about 167 cm. Ideally, I want to avoid support in the middle, but I'm afraid it will be unavoidable unless very thick wood is used. The shoe rack must be able to support children who might decide to climb on it. On the far left, I'm considering building a seat for those who need to sit down to put on shoes.

Is there a reasonable dimension to use that doesn't require middle support? That is, <41x21.

I wanted white, but my wife didn't agree, so then I considered oak, but it would cost 4000 crowns just for the wood.

Build it like a bench. with storage underneath directly...

Hmmmm... nah. Maybe.
 
Thinking that you can build a "rib" bench where you choose to place the timber on the edge, you should be able to get a decent span with something like 70x22 timber or alternatively 90x22. Then you can build a shoe rack in the same style on the level below but with smaller dimensions. I also think that would be good as it looks like it will be built in front of a radiator? :)

A ribbed bench might not be a bad idea after all.

For the shoe racks: What do you think about making a wooden frame but having copper pipes in between? Like the attached image but with pine stained to resemble oak on the front and back edges.
What happens if you use copper pipes that aren't chrome-plated? Would it look strange? They are a lot cheaper.

Probably depends a lot on which other colors and metals are used in the room.
 
Copper isn’t very strong, especially if they are semi-hard like chrome-plated pipes often are. My gut feeling is that they won't hold for climbing children.

True. There aren't many colors at all, gray wallpaper and gray floor. The cabinet is white.

If I go with that idea, it will be a frame of slightly thicker (like 21x43) planed pine that takes the worst load, and I'm also considering making some sort of bench. That way, you can't stand directly on the pipes. But it won't be chrome-plated, it's too expensive.
