Hello.
I've taken on the task of renovating a small room in the basement. There are paint bubbles on the exterior wall. Is it moisture that has seeped through? Doesn't feel wet, calm, or anything. The drainage has been redone later, so it might be old damage. But what do you recommend doing? Scrape off the bubbles, re-spackle, paint with a new color?

Yes, it is moisture. Too thick paint.

Guessed it. Do you know the easiest way to remove all the paint?
 
There should be many good "skrapor," not sure what these are called but you can probably google it.

Otherwise, you can do like me: Take a spattel, a pry bar, and just go for it. Incredibly hard work, boring, goes slowly - but it works.

Might be able to test a concrete grinder too.
