I need to replace the decking on the pier and redo the attachment of the "bearer beams." The beams are telephone poles lying on concrete rings. The rings are filled with stone and topped with a layer of concrete. Previously, there were embedded steel rods with threaded ends going straight through the pole, but they're on their last legs...
I'm thinking of making brackets from galvanized L-iron, with a bolt into the concrete. The question is, what will hold? It's brackish water and sometimes the ice causes trouble...
I've been considering:
Coach screw + plastic plug. (Feels weak)
Expansion bolt (will it rust away? The plate is quite thin)
Stainless threaded rod in anchor compound.
Any tips or ideas?

But do not mix materials; if you have bars in RF, the remaining fittings should be in RF and not galvanized.
