Board behind overlaying slats - fence
Hello!
We are thinking about modernizing the divider with our neighbors, who themselves are not interested in doing anything new. See the first 2 pictures. We were thinking of putting up horizontal slats measuring 45mm x 28mm on the existing wall but need to have something in between. The current posts are still quite sturdy, but unfortunately, they are leaning a bit. How would you solve it? Below you can see a picture of how another neighbor has done it. Haven't asked yet how he did it. That's roughly how it should look, but with a little less distance.
We thought we could just put up a board, but the question is what type? Plywood? Something else? Fiber cement? Asphalt board? What would be most suitable?

Redo, set, go 
Since you're already putting in the work to make it look nice, it's hardly any extra effort to redo the construction from the start so that it looks as nice as the neighbor's divider

The neighbor also just added to the existing one because their neighbors didn't redo it either.
Since our neighbors don't want to redo the fence, we have to let the old one remain. So you're thinking that we build a completely new one from scratch right next to it with posts etc? This might feel unnecessary and more expensive.
