We now have the classic scenario where the TV needs to be mounted on the wall. Previously, it was on a concrete wall, so there were no problems with the mounting. However, now it needs to go up on a drywall and chipboard wall. Screwing into studs where possible is obvious, but what's really the best method between the studs? Should one use a drywall anchor or just screw "normally" there as well?

The TV weighs about 40kg.
 
Surely the particleboard will hold to mount a TV on?
 
Expander. But get an expansion pliers so that you can expand them without damaging the plaster.
 
Assuming you mean that the wall looks like: stud-chipboard-drywall?
In that case, it's fine to screw into just drywall+chipboard.
