Attaching capstone to retaining wall in Leca blocks and concrete

Attach the granite capstone to a wall made of plastered lecablock and a concrete wall. Both walls are painted with a silicate paint. On the concrete wall, we will want to install a fence and it is not entirely level.

What type of mortar/adhesive would you recommend for attaching the granite capstone to the concrete wall?

I will attach a granite top stone to a wall made of plastered lecablock and a concrete wall. Both walls are painted with a silicate paint. On the concrete wall, we will want to put a fence, and it is not completely level.
