Hello!
I want to mount a shelf on the wall in my living room, there are 4 existing holes in the wall that fit my brackets, I would like to use them to avoid making new ones. The wall in question is a 20 mm particle board and the holes are about 8 mm in diameter. Is it okay to insert plugs into the holes and then screw into them or do I need to drill new holes?

What would hold the most weight, plugs in the existing holes or screwing with wood screws in new holes?

There were some large holes. It should be possible to insert a suitable plug into the wall.
 
Plasterboard anchor should work well in an 8 mm hole.

There are so-called gummexspanders, they expand on the backside like a large bulge and are very strong. There is a type available at Bauhaus for a 26 mm wall.
