Attach coat rack on combined plaster and concrete wall.

I am moving into a newly built multi-family house soon. I need to attach a coat rack with a clothing rod in the hallway. The wall consists of two layers of 13 mm gypsum board and then concrete underneath. What type of plug should I use and what dimensions are suitable - a shelf/rod with many (perhaps even wet) items can become quite heavy.

You have a concrete wall behind the plasterboard.
I would definitely drill a hole with a hammer drill in the concrete, insert a plug and screw it in, so the shelf would sit firmly.
