air leakage around roof and baseboards...

I wonder if anyone has a sensible answer to the question:

What is the best way to seal air leaks around baseboards and crown moldings? I assume you have to go from the outside, right?
Is there a convenient way to tackle the problem from the inside? I suspect it might cause moisture problems, or am I wrong?
When the wind blows, it really pulls indoors, so... I would appreciate good and quick answers.

It will be a bit easier to answer if you describe what the current outer wall looks like in cross-section, meaning what/how materials the wall is made of!
