I am going to add insulation against horizontal paneling, should I then have a ventilation gap between the insulation and the paneling? Or can the paneling be directly against the insulation?

If it concerns outdoors, there should be a ventilation gap :)

So then it will be stud frame, insulate, apply vinpapp, nail battens and then outer panel in the right order?

Approximately :)

I would recommend that you replace the cardboard with one of the more modern wind barriers. They are similar to Gore-Tex, meaning they breathe in one direction. The advantage of fabric, in my experience, is that it covers a floor level (2.70) at once, and it is rainproof so as soon as the fabric is there, you have weather protection.

Anyway, the construction order as I see it is frame, wind barrier/fabric, battens, siding, and lastly insulation, assuming it is open from the inside. The insulation should not get wet, so it's good if you can fix the weather shell first.

ok :)
