I am in the process of adding an extra floor to the garage and trying to keep costs down. Now I have found a new staircase on Blocket that seems excellent. It has the right width and design. But it is a bit too long as it is adapted for a ceiling height of 250 cm, while I will only have about 2.10 in ceiling height.

Is it a problem to adjust the height of the staircase? What I am worried about is that the last and first step will feel noticeably lower or higher than the other steps?
 
It depends on the step height/number of steps. You simply have to calculate how many steps you need and how much "remainder" is left on that specific staircase. The "remainder" can then be distributed over either just the top or bottom step, or both, to optimize it as much as possible.
 
If you get an odd step height, I find it more comfortable if it is the first step that differs a little. A first step of 250-290mm is more comfortable than having it up there.

I assume you mean 150-190 mm, otherwise it would be a VERY high step!
 
I built a basement staircase this summer. I made all the steps 180 high and the last step ended up being ~195mm. It's not a big difference but you can feel it when you take the last step that it's not the same height. I think it's much better to build or buy a custom-made staircase than to adjust an existing one.

No typo, we usually have a step height of about 200-220mm when manufacturing stairs for the industry. Sometimes we've ended up closer to 300 when old steel couldn't be adapted.

I completely agree that it's better, the problem is that it's more expensive. With a bit of business acumen, I might be able to haggle this staircase down to a fifth of the price of a new one.

Moreover, the upper floor isn't built yet, so I might be able to adjust the floor height by a few centimeters there. Kind of like adjusting the beer belly to the clothes, but why not, the additional cost would be a few centimeters of glulam.
 
What are the measurements of the staircase and what is the floor-to-floor height?
 
I have looked into it a bit more and the staircase has 13 steps at 192mm each, and the floor height will be about 230 cm. So if I remove one step, it seems it will be perfect within a few centimeters. So the next step seems to be to actually hook up the trailer and go check out the staircase.
