I have a house from '79 that is entirely original, no one has lived in the house.
There are electric radiators throughout the house.
The entire house has wall-to-wall carpet lying loosely on 22 OSB.
Considering water-based underfloor heating throughout the house, connected to air-water.

Do you need plates?

Can you mill down 10mm, then put a custom-cut 10mm chipboard between the pipes and laminate on top of that?

Where to buy pipes and what type?

What is the maximum area for a loop?
I assume living room one loop, 2-3 bedrooms on one loop, bathroom one loop?

Without radiators under old windows, there is a risk of experiencing an unpleasant cold draft from the windows.
 
Every room should probably have a loop. And 10 mm sounds too little. Plates are definitely needed.

It is probably raised on a concrete slab and maybe insulated between the studs. No thick studs, maybe 2 inches. All windows will be replaced.
 
I would buy tracked cellplast to lay the hose in. You need plates. The length of loops depends on the diameter of the hose, thin = short.

I would not install underfloor heating with so little insulation. Heating for the birds. And definitely not without insulation.
