A quick question about wind pressure

What is the characteristic wind pressure on the windward side for a building where h/d=0.25? Reference wind speed 24m/s, terrain type III.

How can this be solved? There is a table to get the answer but then you need to know the height!

W is the external wind load
q = characteristic wind pressure (height)
Cpe = form factor
