Received the recommendation from craftsmen to first install wind barrier paper and then put up exterior gypsum, but I got the impression that it's an either-or situation.

Have you experienced doing both?
 
What is the purpose of installing both according to the builder?
Is the construction special so it's the best way to make it tight and combined with stability? Will it stand for a longer period without surface material?
 
Seems a bit redundant.
There are sealing strips for the joints in the gypsum that don't end up on the frame.

Exactly. Or do you use age-resistant tape and splice over them well?
 
There is H-shaped trim for the joints (especially for end joints) that holds better if the panels move slightly.
