Building a ground-level deck and want to prepare with pipes underneath to run water hoses and cables for outdoor lighting and deck lights. What should be used?

I think that even if it's 12V, a cable conduit is suitable, or should something else be used?
To be able to run one or more water hoses, what is reasonable cost-wise, as it's mainly the ease of feeding new hoses that you want. Should one perhaps use a PEM pipe instead?

110 mm ground drainage pipes with gentle bends so you have plenty of room to pull other things in and out afterward.

By gentle bends, do you mean they aren't so sharp but have a large turning radius?
