The text is on almost all concrete plaster bags but nowhere about what it means... Is it that you have to moisten the wall 24 hours before?

Can be protection against dehydration (pre-watering, primer or similar), adhesion (primer), or something else they are referring to. Unfortunately, it varies a little by manufacturer and is often not printed on paper exactly what applies. Call and ask if you don't find the information you are looking for. Most larger manufacturers are relatively reasonable in answering specific questions.
 
When you are plastering on lightweight concrete, you should use a low-alkaline primer or a plaster that is itself low-alkaline.

It's not more difficult than that, read the instructions available for most systems!
