what is this plate called? It sits between the panel and a board that is placed before the concrete foundation. The plate might possibly be a DIY construction. The previous owner liked stuff like that...

A form of water deflection (can be called vattplåt) from the wall panel so that it doesn't run under the panel and is kept away from the foundation, a good idea from the previous owner.
