Can you lay tiles on roofing felt if you get a roofer to lay felt over the entire surface?

I don't think that's possible, better with waterproofing.

Then you should look into a built-in waterproofing membrane, google it and you will find results from Mataki and Icopal with more info.

But generally, an overlay is required so I think there should be an easier way.
