2. Had a bit of bad luck with carpenters who did quick-fix jobs for me at the beginning of homeownership.
People haven't dared to point out how terribly painted it is at my place, but some have snickered about the fact that there is only a painted frame around the windows. And now I feel ready to start correcting mistakes, and even do some fine painting!
The question is how. Here's an example where the boards should lie "over" the window sill. There was a larger window there before which a carpenter replaced with a new smaller one and made a temporary fix so that the panel didn't align with the window:

The question is, how do I replace all these painted frames. Should I saw along the white and remove the fake frame, and buy some thicker boards and carpenter them in place. Then I'll have something protruding. That must be more serious than putting another thin board on top of the existing one?
