It's about a basement where the hydrofor is located. Planning to use it as a pantry. Does anyone have an idea?

Yes, I thought the same, but aren't mice good at chewing through that? Maybe some foam sealant, then crumple some mesh and foam sealant again? Are there different types of foam sealant?

But how many bottles are needed for foam sealant, by the way? Like at least a 0.5m width and length.

You might be able to cut and place some chicken wire under/in the spray foam?

But if it's that big, maybe casting is better, and then possibly seal what's left.
 
Before potentially foaming/casting again, I would ensure that the cables and drainage pipes are replaceable, e.g., with extra ducting. The electrical cables should still be clamped and fixed according to the picture.

Had similar "holes" with the same problem, i.e. mice getting in. I cut an MDF board to fit and sealed with foam sealant around the pipes.

The quick fix has kept it mouse-proof for several years now.

Clamping and wrapping leave something to be desired!
But that wasn't the question...
Fill the hole with foam, cut smoothly (careful with what's going through), apply a thin layer of ½ cm cement-based plaster or filler on the foam.
Works excellently and can be knocked off to free pipes and cables if needed.

Add a layer of aluminum foil, mice don't bite into it, sealed a threshold in the basement with it, works.

Hard to see how aluminum foil could deter mice. Or maybe our pests were a bit special, as they chewed through all the metal foil on bubbly bottles in the pantry.

I crumpled up the foil, I haven't had any mice afterward.

Definitely doesn't work. We tried to plug holes in the floor under the sink by stuffing in crumpled balls of foil (after a tip on some forum I can't remember the name of...). The mice ground it down to aluminum flakes in a few weeks.

Now it's sealed with concrete and they haven't gnawed through it yet...

Thanks, I've gotten quite a few tips. I'll have to consider which one it might be.

Has always worked excellently here too. Just like steel wool.
