Don't know if this is the right or wrong place to write, but here's the situation. I, as a single (girl, mom), am going to buy a small townhouse that needs renovation. I have about 250,000 to start renovating.

I can't build myself and need to get quotes. I also have some guys who can help for a bit of payment.

- Convert a cold attic (27 sqm) into 2 rooms and add a staircase up there. What could it cost?
- Build a new kitchen, like IKEA. Cost? Not the most expensive either.
- Build a new bathroom. Phase 2.

Converting the attic is very difficult to give a good approximate price. I assume insulation needs to go in, then drywall, putty, and paint/wallpaper. A staircase can also be a very expensive item, isn't there one at all now? I would probably estimate around 100,000:-. But if you can take some photos and describe a bit how you want it, one can give a better price picture.
Ikea kitchen can be obtained for 20,000:- and that even includes quite a few cabinets. If you're replacing all the appliances, it costs about the same. Then someone has to install everything, which probably costs around 20,000:- after ROT.

I replaced my kitchen a year ago, did everything myself with IKEA cabinets and new appliances, tiles, etc., around 75,000 SEK. I built a new bathroom, didn't handle anything myself, fully tiled for about 160,000 SEK after ROT. Both can definitely be done cheaper, but I hope this gives a little picture 
100000 sounds like a lot for so little? Before or after ROT? I won't be able to do the big parts, but painting and wallpapering I should be able to handle. I can take photos later when I have access to the house

I wouldn't trust the broker and would check things myself.
Google some project threads from people who have done similar renovations and learn from them.
Then get at least three quotes, remove the cheapest and the most expensive ones, and then you'll have a good one left.

Building permit/building notification are largely the same thing. Building notification is probably a slightly simpler procedure than building permit.
But you can be rejected for both.
In any case, that's almost where you should start, with the building permit application.
The attic risks becoming the most expensive project.
Remember that when you choose craftsmen, check them out! Then you have Google as a good friend.
