Tiling on tiles in the kitchen - waterproofing?

Hello! I'm trying to figure out tiling over existing tiles, and I've seen both that it's not recommended and that it shouldn't be a problem. WHAT is a waterproof membrane and HOW do you know if it's good? Is it something to consider in the kitchen? I've read that it's only relevant in wet room environments?

So, if I want to tile, I've come up with this: Make sure to clean really well, sand a bit to roughen up... What else?

A waterproof membrane is only used in wet rooms where the walls become soaked. In a kitchen, there might be some splashes but nothing that can't simply be wiped away.

So you should NOT have a waterproof membrane. Here is some good reading material
