Excavate, lay gravel and cast a proper footing (if there is going to be load against it, it should be a slab that goes under the soil masses, so you get force downward on it) then just build the wall, a little reinforcement might be recommended.
My grandfather built a similar wall, only about 1 meter high at my parents' house, and it's still standing after 20 years

Of course it is. Just look at a power plant dam or something 
however is a completely different question though. Partly it's about dimensioning and reinforcement, and then it will require quite impressive molds to handle that amount of concrete
