As a new homeowner - and there will probably be a bombardment of questions in the future - I thought I'd already initially ask if anyone can contribute ideas and suggestions in the following matter:

In the garden, the previous owner cast an asymmetrical/oval birdbath in concrete with gently sloping edges and a round bowl-shaped bottom - about a meter wide and a few decimeters deep. With a playful boy in the house, I thought of using the installation as a play and splash pool. Since the "tub" was previously used as a birdbath, is it possible to clean the concrete from bird remnants and possible pathogens so that the child can play there without risk of diseases and unpleasantness?

How would you proceed to clean it?

Is there a good paint that adheres to concrete and can be used "underwater"?

I was thinking of painting the inside in a fun, light color if possible.
