Spruce up basement wall

Hey

I'm working on sprucing up a room in the basement of a house from 1977.

The house was drained by the previous owners but nothing has been fixed in the basement since it was "finished"

I started tearing off the wallpaper on the exterior walls and the plaster is a bit bad in some spots.

What type is used to fix the walls before painting, is there any white plaster? Lime plaster? As the final layer and c-mortar before?

What structure do you want on the wall when you are finished?

What texture do you want on the wall when you're finished?

I'm going to paint instead of wallpaper, so I'm going to sand the wall.

This is how it looks, what should I use? Those of you who know. The white whatever-they-are are on all walls, even interior walls

I have a wall that had been plastered with different types of plaster and painted with various paints. When I plastered, everything fell down the next day.

So I "plastered" with putty and paint.
