The plan for next summer is to build a new deck since we tore down the other one when we renovated the foundation. I thought of using concrete "pillars" like the ones in the picture. Decorative stone balustrade and pillars surrounding a swimming pool, with a white statue and a planter on top of the pillars.

Is regular concrete the way to go, or is there a lighter yet durable alternative that doesn't cost too much?

Yes, you should have real concrete. There's a thread here about someone who does this.

Yes, what I'm worried about is that it will be too heavy as it will sit on a wooden deck, but then again, I have very limited knowledge about strength and construction...

But then maybe you should look into turning the posts from wood?
 
That would be optimal, but I think it will be quite significant in terms of time and cost.
