Is it possible to use latex sealant around the joints on a new interior wall before plastering? I'm also thinking about the floor joint?
 
By joints do you mean between the new wall and the existing one and not in the drywall joints in the middle of the wall?
In that case, caulk after you've plastered but before you paint.
Aren't you going to have a skirting board?
 
Joints in corners should be filled with a strip of mesh or paper.

Filling is done just before painting. You don't want to apply hard filler over a soft and often movable latex sealant. You will get deluxe cracks.

If the new wall meets an existing wall that you don't plan to repaint or wallpaper, you should protect the old wall with tape and then fill as neatly as you can. After that, apply latex sealant before painting.
