Screw up curtain rail in concrete ceiling

I would like to screw up curtain rails in the ceiling but have a concrete ceiling. I understand that a hammer drill is required but should one choose concrete screws without a plug, screw/plug, or expansion plug (is that what it's called?)?
Completely new to this concrete stuff so it's possible I'm using the wrong words, but grateful for advice on what is best for medium to heavy curtains.

I read on different sites that you should not drill deeper than 30 mm otherwise there's a risk of hitting pipes, etc. Red plugs seem to be longer. Does it work with 25 mm plugs and 30 mm screws?
