Sanding concrete walls with a giraffe?

This might be the dumbest question of the day...
My basement concrete walls are a bit uneven, and I would like to even them out. Can this be done by grinding down the uneven spots, for example with a giraffe sander, or does it need to be skimmed first and then sanded? In other words, is there no way to avoid the spackling?
